Sneaking can be a very effective skill, since it is usually most beneficial to avoid enemies you cannot talk out of a fight, but it is almost useless under 80 points and the silent run perk. If you play hardcore, survival gets into second tier in importance, otherwise it can be skipped for the most part. On top of that, increase repair and speech. Increase your chosen combat skill (guns, if you are a first-timer, energy weapons if you are familiar with the world, melee if you want actual dps, and unarmed if you really want to do insane amount of damage when you resort to combat… and yes, the skill most people deem the worst is actually the highest dps one).
